Creating Resilient PHC System: Insights from COVID-19 Response in Ethiopia and Beyond

The International Institute for Primary Health Care – Ethiopia (IPHC-E), along with technical assistance from leading primary health care (PHC) experts in Ethiopia and Johns Hopkins Bloomberg School of Public Health (JHSPH), have created this global PHC course that focuses on developing or adapting PHC programmes in LMIC countries.

About the course

This course examines the experiences of creating a Resilient PHC System from Covid-19 response lessons from Ethiopia and other countries. It is prepared by the International Institute for Primary Health Care – Ethiopia in collaboration with Johns Hopkins School of Public Health and Ethiopian Ministry of Health.

The Course has three modules that will provide you with the origin and principles of PHC as well as an overview of the Ethiopian Health Extension Program (HEP), The Ethiopian experience in utilizing the HEP to enable and support the Covid-19 response including the country strategy for long term recovery and integration of the pandemic to the existing PHC System, and explore Ethiopia’s & other countries experience in creating resilient Primary Health care system by taking Covid-19 and other pandemics as an example.

By the end of this course students will be able to:

  1. Explore primary health care from the global perspective
  2. Analyze countries’ primary health care system resilience in responding to future pandemics
  3. Apply the Primary Health Care Performance Initiative Framework diagnostic checklist to assess the  pandemic preparedness of countries’ primary health care systems

The content is delivered to you through self-paced learning modules, in which you can learn at your own pace, followed by virtual discussions with experts and leaders from Ethiopia and other countries. 

This course is intended for health professionals working in the health sector in Low- and Middle-income Countries.





Professionals who are working in health programming, such as regional, provincial, or bureau heads who are involved with adapting best practices in order to improve the functioning of the PHC system in their home countries.

The course is aimed at delegations from low- and middle-income countries, but it is relevant to practitioners, scholars, and leaders working with under-served and minority populations anywhere.

Only Participants coming or applying as a country group and could have a support letter from the Country’s MoH or your Organization will be eligible to the course

Module 1: Principles of PHC and structure and functions of Ethiopia’s PHC System
Define Primary Health care, introduce global views on primary health care (PHC), the World Health Organization’s (WHO’s) health system framework, and Ethiopia’s PHC structure
Module 2: Enhancing Health System Resilience: From Concept to Practice
Discuss the Resilient PHC system importance for Countries in responding pandemics and preparedness for future pandemics
Module 3: Primary Health Care Diagnostic Checklist
Identify and diagnose Primary Health Care elements of selected countries that require strengthening within a given country context
