Harmonization and Alignment Course

The International Institute for Primary Health Care – Ethiopia (IPHC-E), along with technical assistance from leading primary health care (PHC) experts in Ethiopia and Johns Hopkins Bloomberg School of Public Health (JHSPH), have created this global PHC course that focuses on developing or adapting PHC programmes in LMIC countries.

About the course

This course was developed to share the experience of Ethiopian and other countries in areas of harmonization and alignment, which focus on one plan, one budget, and one report. This module can provide training for health managers and health workers from the health system.

Course objectives

By the end of this course students will be able to:

  1. Understand the components and significance of health sector strategic planning for aid effectiveness
  2. Demonstrate resource mapping and budget allocation processes in various country scenarios
  3. Understand monitoring and evaluation systems for primary health care strategic plan implementation using major data sources
Is this course right for you?

The majority of the content is delivered through self-paced learning modules, in which you can learn at your own pace with the support of senior experts, followed by virtual discussions with experts and leaders from Ethiopia and other countries. 

In this course, you are expected to commit 12 – 14 hours (3 hours/week). 

This course is prepared for experts who are working in health sector Planning, budgeting and reporting.



Module 1: Introduction to HHA and Ethiopian Health System
Focus on introducing participants to the historic evolution of aid effectiveness globally and in the Ethiopian and other countries health system context.
Module 2: Plan in the Health care
Discuss the planning process of Ethiopia’s evolution of Primary Health Care (PHC) from the Declaration of Alma-Ata in 1978 to the present day, with examples from Ethiopia’s experience with PHC. To illuminate key concepts, you will learn from examples of Ethiopia’s experience with PHC.
Module 3: One Budget in the Health Sector
Provide an in-depth look at the “one budget” concept, budget management flow, and budget channel to support budgeting within health sector planning.
Module 4: One Report/Monitoring and Evaluation
Address the major M&E systems in place in Ethiopia as part of the health harmonization and alignment in the health system.
Module 5: Governance in the Health System
Address the governance structure in place in the health system that leads the health harmonization and alignment activities.
